Following up on the research I have been doing on the Maine constitutional requirements for bond ratification and statutes written by our legislature which make the constitutional requirements optional at best, - In this post I located the information in two very short paragraphs found on the Maine State Treasurer's report to the Maine legislature in February of 2014.
